Step 1: Build two wood walls. Step 2: fill in with cement. Step three: using more cement as mortar, stack cinderblocks on top. Looks nice and durable, worth hiring someone else to construct it. But not easy to carry out DIY, I think I'd just build one wood fence and stop there.

badly done, rebar should NEVER touch the ground. That is going to rust and break the concrete.
I agree. Reinforcement in the footing cannot be placed in the soil or hard ground as it is susceptible to corrosion and rust
What about fiberglass rebar in a climate that experiences freeze thaw cycles?
