There is no herald king because by my own interpretation, legion and dynasty are ruled respectively by queen iolanda (current) and emperor. But the heralds doesn't have any ruler. They are by their own.

I dont think there will be any king for the herald faction because the herald faction is based on japan. So it could be more like shogun from sf2 just like lynx from sf2. That makes more sense. So it will be more like a herald shogunate.
