I feel like a rip-off is anything that blatantly and deliberately steals from another piece of work without giving credit and trying to pass it off as original, while a fan game is something that borrows from another piece of work, adds its own unique spin on things (for example Joy of creation) while still giving credit to the original work
Rip-offs try too hard to be like the original, while the fan-made is just a replica made in honor of the original. I like some of the explanation in the comments too: rip-offs do tend to wrongfully siphon credit from the original.
