UNWRA and other organisations have done a good job educating Palestinians - who are very keen learners - it's difficult to turn one's education into material progress if the occupying power makes economic activities extremely hard (i.e. stranglehold over the economy) by controlling the inflow and outflow of goods, the number of dailh calories, what kind of animals are allowed for productive activities, by not providing legal security of one's home and safety (destruction of property, olive trees), unfair distribution of water, etc.
The Hamas (and PA) leaders who got super rich (perhaps as a result of the 17-year long siege on Gaza - black market activities rather than tightly controlled and checked, including by Israel, UNWRA resources and personnel), got rich under the watchful eye of Mr Bibi, who appeared very happy, prior to O7, that he had managed to split and corrupt Palestinians.
It's difficult for the inhabitants of an open air prison (Gaza), a settler colony (West Bank), and city under tight occupation control (East Jerusalem) to thrive economically, let alone politically and spiritually, like in the majority of past examples from colonial settler occupation situations where the aim is to fully take control (like in the US, Canada, Australia, but also with regard to plans to create a Greater Israel).
btw, all the institutions set up to educate Palestinians in Gaza (schools, universities), to take care of their health (hospitals), their security (e.g. police stations, civilian administrative functions), to provide spiritual guidance and comfort (mosques, churches) have intentionally been reduced to rubble. To paraphrase Archbishop Desmond Tutu, there can be no genuine peace without justice.
