The thing is that Lang was smart and had Himothy as his deputy mayor first term. In that first time, they pushed through a bunch of legislation, one being Project Sinatra. They included terms about the state paying for everything they needed since it would be a Space Program that would benefit the entire city. So the money that Nancy asked for was within the Project Sinatra legislation. No one is regulating the legislation or adherence to legislation, so no one has defined what is or isn't proper protocol for the mayor to determine whether or not something is "needed" for Project Sinatra and to dish out state funds.. Nancy did nothing wrong by asking for the funds, and the mayor technically didn't do anything wrong by giving them the funds since there is no protocol, so there really isn't anything illegal happening like Crane thinks there is lol
You think a government or insurance company just pays out 175 mil without looking for insurance fraud first? even in RP, that should be step 1. You dont just payout without research.
He doesn't think it's illegal, if you watch the full conversation he says that multiple times, that it's technically not illegal cause it doesn't break any established laws. That's why it's a big deal, cause they can't just arrest people and demand repayment. That's why this conversation went on for like an hour trying to figure out how to combat shit like this without it turning into a actual real life job.

Abdul couldn't have a metal detector, (they tried to go for embezzlement with DW and Tommy but the embezzlement never happened so said he could no longer be mayor as he misused funds) but Lang had rocket insurance.
Lang did many things as Mayor that he shouldn't have done and every time he did them, he accepted that the risk was no longer being mayor.
The mayor's role, changed after Mickey won the election. He redefined the role, he and DW started the whole draining the state account and doing the embezzlement arc together. Denzel and Buddah we're denied when they tried it first and then Abdul. It's just how things worked out.

@@MarioSolisxD And the reason its so expensive is to have an RP reason to sink money out of the state account as well. Previously the devs have just removed money when the balance gets too large and the explanation has always just been that the senators withdrew it because they wanted to. 175m into the void for a state funded rocket makes much more sense and doesnt leave the mayor asking questions when hundreds of millions just dissappears from the account. This isn't really an issue unless Lang starts spending all the money on other stuff unrelated to Project Sinatra. In fact, its good for the overall economy for the money to go into the void.
