Yes, but blocks that have been sanded in for a while can be quite difficult to jiggle free. In such situations, a rocking movement, to ease the block out one edge a little bit at a time, is usually the most successful strategy.

I've got one of those darin covers with the blocks in and I can't get the first bloody block out so can't lift the drain cover off
very handy. Took me ages trying to pull out the first brick using two trowels which ended up breaking

Once you got the first one out all the rest can be removed by hand
Not on my drive. They are so tight you have a real struggle with each block until 2 sides are clear. The drive is on a slope which doesn't help.
