What’s the purpose of the expansion and the tunnel?

Me personally I think part of the expansion is for a retail/direct sales office -- where the vehicles will be quite visible through the large panes of glass. But I could be totally wrong about that.
Supposedly the tunnel(s) will be used to move new vehicles from the assembly line to the parking facility across the highway. While it awaits transport to it's intended destination.
