yes you can but chances of getting Visa is low. And you got a long gap with less GPA. That can be issue. And this issue is not only for this university. Its for every universities in UK. So rather I would say sit for another IELTS with better preparation. And give solid reasons for your gap. That's it.

Ok that's a long talk. Let me make it short. Do one English test like IELTS then search for university and course which is suitable in all aspects for you. Then apply to it and submit SOP, CV, passport, IELTS certificate, and your details. Then wait for offer letter. If you receive offer letter then pay deposit, attend Interview, get legal bank statement marurity, fill CAS sheild, receive CAS Letter, pay IHS fee, then Apply for VISA. This is short description of process.

Yes ofcourse. Your certificate validity should be atleast time of your enrollment in University. You should do IELTS again and apply for September 23 intake

Depends on your luck and their availability. Most of the students got conducted by British. And by indian it was rare. In my case it was indian.
