Read through the team healing ability.
It doesn't just restore health, it also reduces incoming damage.
Equipping 4pg improves this by upto 48%

It works but there are more important gears in that slot. Like runners boots.
Also, you need to equip 4 personal gear on any Assault rifle hero (stalker, levi, satoshi, doc, Tess, Vi) to get the maximum damage reduction from the team healing ability.
So it can be useful, but you would benefit more from other parts

You just don't know when to use it.
Obviously it may not save you from a slayer shot, or from satoshi using his shield.
