Even with no plates, the VIN inside the vehicle could be traced to the last registered owner. It would seem plausible the mechanic that the defendant used to assess the vehicle put the vehicle back on the street after the defendant didn't pay anything where it was then illegally towed to a chop shop.

Oh my Lord, a dodge intrepid? It definitely has a 2.7 L engine. They were notorious for overheating and engine sludge. If anybody would ask me if they could borrow that car, I would say no emphatically. There’s a reason why none of them are on the road anymore.
