The main point is that Valve actively helps scammers with this update. Sometimes when contacting support you'll at least be able to get that account trade banned or the scammed item banned which will at least help somewhat, especially if the scammer has scammed multiple people and then get trade banned before "cashing out". You might be screwed, but at least the scammer won't always get away with it. This new update just helps scammers conceal their intentions and scams. Of course, the best option is to just not get scammed... But there is a reason scammers exists, there is always another victim waiting to be tricked.
While I do agree, most victims that falls for scams may not think of stuff like that. Also, if a person gets scammed by a lookalike account or API scammed by a bot having the exact same account details & skins, the victim can no longer be sure if they were at fault or not since the new skins are hidden. Leaving the scammer without consequences. I am sure you also agree that an update that hides newly traded skins in your inventory is mostly beneficial for scammers.

That is true if the 7 day trade lock stays in place and the 10 days are just "hidden items" instead of a new 10 day trade lock mechanism. If what you mention turns out to be the case, then this update is 100% helpful to scammers and only scammers... imo
Valve can of course see the items. The point was that any victim that fall for a scam is no longer able to see the item in the scammers inventory and can therefore not be "sure" that person scammed them. Making skins hidden will ultimately only help scammers who can take advantage of this update.
True. Especially considering the huge increase in hackers/cheaters after CS2 release. It is a known fact that the creators of hacking software goes undetected and has mentioned exactly how Valve could stop them, yet they don't. Sparkles has made a few interesting videos on the topic.

even tradeupspy cant see float on your inventory for tradeup if your float higher than we need. my inventory from 150 > 36
Got scammed last night bc I'm a dumbass. I know they could get my items back if they actually cared.

Scammer can move items arround every 7 days to other accounts to stay under radar forever :)
