Men often think of dumb stuff. We just line problem solving. It's called "The nothing box" because when a girl asks us what we were thinking about. We just say "Nothing" because it's overly complicated to explain, especially when the thought was stupid. My coworker recently asked me what I was thinking about and was really prying. So I had to explain that I was thinking about how I would Handel myself if the elevator was stuck in between floors with the door opening and closing slowly and my phone was dead.

You know how a turtle can pull its head into its shell? - it's kinda like that, but it's not something we do consciously. So yeah, it "hangs" but it not very far. Although, I am speaking as an "average" sized male. It may be different for "bigger" men. 🤷♂️
I imagine if theirs hangs down far enough to hit the water, that they just hold it up out of the water but with the tip still pointing down since (at least for me) we usually pee also while sitting there.
