Tweaker is another term for tuner in the motorcycle community. You "tweak" the bike to get more performance out of the engine. That's why he said "tweakers are a dying breed". The new motorcycles you just buy an app for that. Anyone can tune their bike now, not a lot of shade tree mechanics out there learning how to work on engines with just a wrench and intuition.
