1. You can get a helicopter in 2 two locations:
Point Oscar and Point Lima
2. To craft a mannequin you need a roll of cloth and plastic fragments i think

The location of the helicopter in A6 polaris should be north east of north crop, there should be a small military base with a helipad there where it spawns.

I'll give a roadmap of how you progress to getting PMC armor
*any basic military clothing + bevlar = mercenary clothing*
*any police clothing + bevlar = SWAT armor*
*mercenary clothing of any part 2x + SWAT armor of any part 2x + 2 tape +can = PMC armor*
