A big problem here in CA is that the State doesn’t let private citizens, churches or nonprofits help out. You generally need a government contract (which they give their friends) or else you can be shut down or fined for helping the homeless or cleaning up public areas, etc.

Visited SF for a single day recently. We stuck to the tourist parts like Fisherman’s Wharf. It was a completely different experience from just a few years prior. Boarded up storefronts, security guards patrolling CVS, signs in buildings saying that there is nothing valuable inside. Mess and trash everywhere.
San Francisco should get control of an abandoned military base someplace in the desert. Relocate the street people there for counseling, medical care, and related services. Leaving people to live on city streets is not humane.
