Most teams do this because they fear this player would leave them if FA. If a player is an Unrestricted free agent, this means this player could just test out free agency for free without having pressure from his former team. The Nuggets did this with Jokic, so they could just match that team's offer and sign him back. As for the example you brought up with Rozier: That would actually be a really smart thing for a team to do. A player would earn the same amount of money, but it would take longer to do. Where as, if he wants $36 million guaranteed then a team could just give him a one year deal for $36 mil. Which means that player is earning more money in one year than he would in multiple years. A team could do this so next time that player is a free agent, they could make a new deal for him that he would like. Personally, I feel like Kyrie, Horford, Rozier, Tatum, or Brown would all be players who would be open to a franchise tag. Although, they are all way too talented to not earn a max deal. I hope this makes sense and I could clear some things up for you.
