- The once cannibalistic might of salvation, is now a shadow of his former self. Donald Love, who dreams to take over Liberty City is now living in a flophouse at Shoreside Vale. Homeless, bankrupt, and a lot of things lost, he figures it does not end here. He wants to go back in his glorious state and "rise like a phoenix" to take back what belongs to him. He hires Toni Cipriani again, who at the time is doing some other things that needs to be resolved, and he was tasked by Donald to do some "things" that'll grant them loads of fortune. Because of this, the "things" that needs to be done results in a section of Liberty City blown up to shreds. So just sit back, watch, and just suffer!
