Someone can correct me, but I think they were manufacturing something for Germany, but the Germans were afraid the allies would occupy Norway stopping their supply line, so the Germans just decided to invade "unprecedentedly" instead to secure those supplies.

Nobody liberated Norway. The occupation troops surrendered after the fall of the regime.

Like Holland they probably thought the Germans would ignore them, so didn't prepare for resisting.
