You probably got refusal on low income and family ties, read refusal letter and do some improvements in few months, quick re apply will give again refusal

Minimum validity 6 month, you should renew passport and if visa granted then in Immi account there is option to transfer visa to new passport in 1-2 days

Nothing to do at the moment, processing time is above 2 months normally in these days so hopefully before june end you will get your result
