Yes You can get married on a visiting visa it’s not illegal. But she would still have to go back.
However I wouldn’t advise this. It will only raise suspicion when processing her k1 visa. And you might be asked to refile for a CR1/spousal visa because you are now married and she is no longer your fiancé but your wife , of which the process will start all over again from the beginning and take longer.
Just follow the normal protocol.
She can come visit, go back and wait for the K1visa to be approved and then you can get married wigging 90days of her arrival to the US.

How much was the travel agent? How long did it take for them to get you one?
I used a travel agent. And it took her about 6weeks to get me a date. Her fee depends on how early she gets you the date.
