Because they're 2 different tools. Figma is for rapidly designing a UI. Framer allows you to grab that UI, import it and recreate in Framer. They both work together. Figma allows for much *faster* design iterations and creativity, as opposed to being locked into the layout modes associated with Framer. So, yes, you can design solely in Framer, but the result is unlikely to be as good as if you were to use Figma from the beginning.

I still haven't figured out why I would create a website in Figma and then convert it to Framer? Isn't it better to create it directly in Framer?
