In the eyes of law, the only person that can "confirm" a charge of robbery/theft/extortion is not the police but the judges... similar to how only a doctor can pronounce a person dead . what he see might have other circumstances (not investigated yet) that might not be robbery, for example, prank videos, acting, hence it is not right for him to claim that he is robbing someone until investigations are done. while if he said either way, there is no complications anyway. Its just minor legalities.

The biggest mistake was that the victim saw him on his motorcycle, also he was too greedy should just have done a few snatch robberies and lay low for a long while.
