The place is called "Scampia", it's in Naples, the buildings are called "Le Vele" (litteraly translates to "the sails") The story of that place is kinda tragic. They were built for poor people to give cheap housing, they were quickly taken over by organized crime, and shut down. Unfortunately, poor people still needed houses so squatters became the largest part of the inhabitants of the buildings. The Camorra (the local Mafia type organization) took advantage of the situation by using it for their drug and arms trafficking, and the squatters, usually jobless, in desperate need of money, started working for them. Even the shape they were built with, originally thought to help improve relations and community building, grants a lot of escape routes and hiding spots, and it's very difficult to enter the buildings without being noticed. It is also very close to Naples' port, where a lot of the drugs that are sold in europe are imported, togheter with guns, people, dead bodies, chemical and nuclear waste, and other illegal trading. Today Scampia is probably one of the biggest and sadly most famous crime hotspot of Italy, and it's very difficult for police to control it.
