The Turkish km-marker at 46:00 had more valuable info on it. The number right next to the road D 400 says the section of the road (Section 32 in this case). With the big west-to-east roads like the D 100 or the D 400 the sections in the 30s are very far east (whereas the single-digit sections are in the west). They count from west to east. On north-south roads they start counting the sections in the north, so smaller numbers mean north there. But be sure not to confuse this with the number at the bottom of the sign. In your case it says 063 which means kilometer 63 inside the section 32.
I’ve never quite worked out why in Spain some areas have the same prefix for minor roads for the whole area whereas others have provincial prefixes. For instance, in the Community of Valencia, the minor roads are all CV prefixed even though there’s three provinces (Castellón, Valencia, Alicante). Meanwhile, in Extremadura, you don’t only have EX roads as you’d expect, but provincial ones get their own numbers too (BA Badajoz. CC Cáceres). Not sure why.
