Excellent model, I don't think GW can do it better.
Product details on the website says: 28mm scale, 40mm to the eyes.
If true, this means that the scale is also 40mm.

About scale: no. "28mm scale" usually means the size of naked "regular human" in A- ot T-poses. This guy - not regular human (he is "superhuman", "Posthuman Neowarrior") , in dynamic jumping pose.
