They have a power strip right there, but decided not to use it. If a human can power the thing by turning a crank, that can't be a very large motor with huge power draw.
The steel balls feed in the braids through the scoop on the top, as the braid wraps around them. This pulls the braided sleeve down and out of the way, otherwise you'd have to manually pull it through.

Of course not. Climbers do not use rope with steel balls in the core.
