On bedrock, usinv a slow potion will not reduce the mace damage, making it even more stronger (also because of no cd). (Not really sure if its true, it worked on education edition and since its similar to bedrock it should be the same)
You would have to transport a hostile mob (zombie/drowned/husk would likely still be the best options despite shulkers already being in the end due to the ranged damage) to the farm as well but that should be possible. Just be mindful of the beds.

It doesn't matter. The "open" blocks in the 3x2 T-shape of the Wither need to be air, or it won't work. So the water itself obstructs it.
