Ma'am, please provide the answer because there is a confusion in 1st question.I think T-bill is issued by Central Government but auctioned by RBI.

Thanks for raising the query.
Government Securities in general can be issued by RBI on behalf of the Government.
Treasury Bill being a Government Security can be issued by RBI in the open market operations also.
