yup in 2001 games like Halo Combat Evolved also came out which revolutionized the FPS genre, Devil May Cry which revolutionized combat, Sonic Adventure 2 which is one of the best Sonic games, and this game released which got the GTA series in a whole new direction and also revolutionized the Open World games in general

The reason why this theme is the best GTA theme after San Andreas is that it has soooo much of mood. Like this theme can purely suit for a crime game like GTA. Loved it
Not to mention just the setting, this specific part of liberty city you are placed has a darkly coloured tint associated to it, reminiscent of mafia music and this masterpiece of a score not only accentuates the mood but completes it.
