What happens is there is a pre-bid cache present in ad exchange, but some other buyers has much better plans that hasn't been framed in pre-bid cache yet? How does the latter will get a chance?
In this example, what is an "agency" exactly? Is that an advertising agency, uploading and creating ads for a brand? Also, where exactly does Google fit into this landscape?
