I don't understand all of this drama! I never have had to wait long at Skokie. My guess is DON'T GO weekday afternoons, just like you don't go to the supermarket at 5:30PM weekdays...
So my opinion on this. I saw what I believe to be possibly three year old vehicles in line to be tested.. obviously the politicians have no clue. The newer vehicles are way more efficient and run way cleaner. You shouldn’t be testing cars until they become six years old.. second.. my opinion, of course,…….. why don’t they just privatize it and have smog centers?. I think California from the start was privatized and two of this day is still privatized, and it works really really well. Just copy their system.
Consider testing 3 or 4 year intervals, allow / certify reputable mechanics to sign off, everything is on line anyway, put ' sniffers' carbon and sulfer sensors on police cars like Calif does, have a 800 number to turn in polluters
People sit in line for hours with their cars idling and polluting the air so they can be checked for pollution. Sick

Most of Illinois doesn't have to test. It's metro Chicago and metro East St. Louis only.
Think about Florida they had no emission test down there.
