You can't determine the amount of fuel on board by just observing the takeoff time. There's several factors that play into how long a takeoff roll is. Passengers, cargo, fuel, weather, elevation, etc. Sometimes a flight that is on a 2 hours flight has the same takeoff time as a 10 hour flight. When the plane is lighter, they use less thrust on takeoff to reduce engine wear and tear, so they accelerate slower, thus use up more runway. Get your facts straight. Oh, and the stronger the head wind, the faster the takeoff as their speed is measured in airspeed and not groundspeed.
