The store 69 that has a pink roof is very realated to 99 cent store only,rock star probrobly intented to do a cameo of it but the difference is that it says 69 instead of 99. Sorry if I misspelled some words:)
They did it because True Crime was GTA's biggest rival at the time. Hence in Vice City, in the assassination mission with the 7 robbers in town... one of the the targets is called Nick Kong (obviously referring to Nick Kang). Also I think there is a graveestone that says RIP GTA Competitors or something in San Andreas.

There is also a mission with big smoke where you are on a bike getting chased in the sewers tunnel by a truck which looks a lot like a scene from terminator.
GTA III was EPIC back then. The first GTA game ever to be in 3D. It was a huge step for rockstargames. If it hadn't come to that, GTA IV may have never existed. And if it had, then it would have been in "pixels" as well.
