You are a genius my friend, that is exactly my problem with my 94 E-250. I bought the book and they wanted me to take the spring, shock, caliper off (screw that crap). My Dad said to drop the exhaust (do able but still a headache). Your Video is the answer. The company I work for has one of those hydraulic spreader bars. Thanks for Your Video.
That bracket is on the wrong side the boat should be on the the outside. Whoever replace those before put them on the wrong side. You should be able to take out those three bolts and dropped the bracket by itself after taking off the retainer nut, you might need a pry bar to pry it down from the frame

Just be cautious.
If the bracket were reversed like the above comment, the bolts would rub a hole in your exhaust. This is how they come from the factory.
