Maybe, but it's probably not that - Torus probably just port the engine to whatever platform they work on. That just makes life easier for them and prevents them from having to reinvent the wheel for every new platform
These sprites aren't actually leftover in the Shrek game - I hacked them in as a test so I could research the format. Surprisingly, this Shrek game and a Curious George game use the exact same game engine as the Torus Leapster titles (which includes Cars, Cars Supercharged, Nascar, Counting on Zero, Sonic X and Diego)
I injected the sprite data from Go, Diego, Go! Animal Rescuer into the Shrek game (I took the entire DPAK section that holds the sprites and put it in over the Shrek game's sprite DPAK section before replacing every sprite pointer with Diego's)

So I am guessing Counting on Zero, Sonic X and Go, Diego, Go! Animal Rescuer on the Leapster were originally developed with GBA hardware in mind.

@kashunexus keep an eye on the LeapFrog section of the Spriters Resource, it'll probably show up there as a sprite sheet at some point.
Random Talking Bush made a script that they will use to rip Diego at some point. They tested it on Diego and it worked.
