The other thing a paddle packer needs is a push plate set up for pushing down on oversized objects like bins stuck in the hopper. That would also help. Might add a bit of weight to the truck because plating and hydraulic piston connections and metal attachment plates but just being able to push down on and hold onto a bin would also help clear it from the hopper.

The second reason it stayed stuck is because it couldn't break apart properly. They should give you a power cutter so that next time a bin falls in and is stuck in a similar position, you just cut the bin apart. If you notice a bin fall in, immediately stop putting garbage in and stop the packer. Phone the depot to let them know that a bin is stuck and to send maintenance to get it out. If the maintenance truck has a hooklift arm of any kind that has sufficient reach to get into the garbage hopper, they should just be able to hook onto it and lift it out. This isn't rocket science, if they haven't already got procedures for removing a bin that has fallen into a hopper, I very strongly recommend that they develop them. It wastes a lot less time if the bin can simply be removed at the earliest opportunity.
We mark it on the computer and they get a new one for free. Most of the time the resident will ring up and complain and they get a new one within days. The bins are owned by the city
