I don't think this is about picking up his actual pet dog.
I think it might be telling the story of a secrete romance with another guy behind his girls back:

"Dog" being his guy friend/ lover. Picking him up from the "pound" being bars/ clubs/ another house when the girl isn't around or planned to be. "Running around" with him, like running around behind someone's back in a relationship or running all over the city/ town to parks and places where they can be together in private and having fun. "Lets hurry up/ before somebody gets home" so they're not caught. "Gods grace, got blood inside the phone" implying he's asking God for forgiveness for the obvious betrayal and "blood in the phone" being proof such as texts/pictures. "Pull a picture up when you're all alone" Telling the "dog" / friend when that when he's sad and alone to pull up a picture of them/ him to feel better until next time. "Gods grace when I've got you alone" being he's never happier than when together.
Then the part where he admits it's a secrete and may have remorse for the girl he is betraying:

The more I listen to this song the more in interpret it as a man having an affair with another man behind his girlfriends back. Not saying that’s the artist intent, but you can definitely see a queer reading in this.
