Japanese eye dropps contain different substances than US eyedrops. Not all have Tetrahydrozoline which can cause poisoning and diarrhea. I am not aware of this particular brand Okayu is using, so I cannot say with certainty that it is 100% safe.
Your ears and eyes all drain (eventually) to your throat, so if you get any liquid in there it'll eventually be swallowed. But it's also hella diluted by that point, so it's not really a risk in most cases.
