I have a 54/220, a 30.1/240, and now a 36/238 with err% on her. Still think my 54/220 is the best for her because I like guaranteed crits every time

Agreed. At this moment I really can't tell a difference. Even with auto-battle, both ropes finish it in just 2 turns. Yeah crit cap feels smoothier, with Bronya and Broken Keel set, Jingliu's crit dmg can go up to 260~280%.

does she stay in st state with atk% rope, or did she only stay in st because of tingyun and ERR??

normally her rotation is eeQEEE. If you manage to recharge enough energy after her Q, yeah she can stay in st state for one more time. 140-(5+30+30+30) =45, which can be covered by Tingyun's Q. But eventually she will drop out st state because Tingyun needs 3 turns to charge her Q at least.
