Here is the best way to do it : take some tooth pick because they have already the size of a final trafic cone. Cut the tooth pick in half and put it in a drill like a drill bit and make it spin the slow has possible and use sand paper to smooth it. Get out the pick from the drill, grey prime it then airbrush black then orange. For the white line you got two options : . Put it back in the drill so you don't need to move arround, the brush stay still and the pick is moving. . Use some tape and cut it with at the right size and roll around then airbrush / brush. For the base you can use a 3d printer with only one layer ( 0.3mm ), prime > black > orange Then you cut the pick at the right size and glue to the painted base. Brush a tiny bit orange if you got white spot from the cut. Clear coat in spray can.
