Can you show us a design with retail on the bottom and above that 2 floors of studio/1 bedroom apartments? We would like maybe 4 40fts on the bottom for 4 retail units, and 8 20 feet on top for 8 individual studio apartments.

Very efficient and great design using shipping containers and cargo doors. Off site preparation is very possible (cuts) and the apartments are minimal yet highly functional.
What is the cost of your 2&3 bedroom house in bay county florida is there anything treatment for the home to prevent it from rusting out after 20 years would really like to know .

From what I have studied they would withstand category 4 and 5 with surface damage. Tornados depending on force and debris in vicinity.Remember that these containers can be stacked at least five high on ships going through typhoons, etc.

I would say no. I guess it depends on the size of the tornado and how well anchored the container is.
