I am using CS6 but I dont know why there is not blur gallery function in my software? could you help me?

CS6 doesn't have this feature. It's available on Photoshop CC.
how to display the blur tool?
Click on the filters on the top ribbon then you can see the "blur gallery" option.
Bro ,the path blur the line is not showing and the blur working ,any solution?

1. the line showing end point speed (red arrow) or
2. path blur line (blue arrow)?
