I mean, I know they have had done something, but 10 years? like, really Gordon, forgot your comrades so quickly? And arent Penguin and The Riddler were supposed to be big villain? How did they become big if they were out of picture for a decade? It'd be make more sense if they took over underworld and ruled it in those 10 years and then Batman shows up and caught them in the end ... and as Nygmobblepot shipper it'd be easier to think that Nygmobblepot became canon if they spend that decade together, not apart in different prisons :((
