The chicken is a representation of the Filipino (Maranao specifically) Mythical bird 'Sarimanok'. The original attire doesn't actually wear a crown, it just evolved since the mythical bird has also been significant to the Maranaos.

The dance "Singkil" is about a deity who was trapped by bad spirits/fairies in the forest, originally she saved herself from the storms she went thru the forest but it was romanticized when the story became like (years after) the deity was a princess who was trapped in the forest and was saved by a prince.
The fans represent how she surpassed the storms...
The bamboo sticks represent the storms...
