U can use any nail gel colors for u base for the pigment powder? I thought u can only use white for the base?

Mine looked like shit. lol Maybe I need to use a better pigment powder set because the powders I have did not perform even remotely like this.

I just tried to do this and didn't succeed. Is the neutral color supposed to be completely dry or a bit tacky? I did it a bit tacky and my powder didn't go on smoothly. Just looking for some advice. Thank you so much.
