Yes, I "found" your "video useful" because of what you have not mentioned. That is what I would like to point out for your Uganda audience. Good performance in any institution of learning does not happen by chance. It is primarily man-made usually in a stable family home. There are primarily only two people in education, the LEARNER and the CARER. When either one of them is absent, there cannot be any education whatsoever. The rest such as the educator, funding, facilities and so on are only secondary to the mission. Behind the education system must stand the local government, which fosters the environment and provides the means for the institution to accomplish its mission. This is the most important point I would like to make in my commentary. All the "top 10 best performing secondary schools" are located in the Kingdom of Buganda. That is not by coincidence. There is a good reason why. It is the presence of the functional local government of Buganda that has enabled that to happen. Hence, there is a lot more behind this list than meets the eye. The Government of Buganda remains the only functional local government where there are none in the remaining 14 jurisdictions of the country, which implies that it has the capability to provide the means for these institutions to be the "top 10 best performing secondary schools" in 2024. Therefore, the secondary schools from the remaining 14 jurisdictions of Uganda without a functional local government are nowhere to be found on this list. We had unanimously agreed at independence in 1962 that, the 14 jurisdictions would have a local government, in a federation with the Kingdom of Buganda. Each one of them would have devolved powers, which could not be infringed, abridged or curtailed by the central government. The Prime Minister of Uganda and not a President, to be elected by adult suffrage, but with limited powers, would lead the central government. The Uganda Federation meant the sharing of powers between the 15 jurisdictions of Uganda and the central government but nothing else. This is what well over 80% of the people of Uganda have been demanding for 58 years (1966-2024) since the Obote regime had abrogated it along with the legitimate 1962 Constitution of Uganda, but to no avail. Even the Ssempebwa-Odoki Constitutional Commission of 1995 had come to the same conclusion, only to be ignored by the regime in charge of the so-called central government of Uganda. Instead, Uganda has been subject to dictatorial rule since 1966 up until today. All the powers some of which would have been devolved to the local and municipal governments throughout the country, have been usurped by the central government; to do as it pleases and without regard to the consequences. Of course, the old kingdoms of Buganda, Bunyoro, Busoga and Tooro have adamantly refused to go along, choosing to retain their autonomy as agreed at independence in 1962. Only the old kingdom of Ankole has been subdued for the time being. Prohibiting them from levying taxes and legislating their local laws has never deterred them. They continue to thrive, supported by their loyal subjects and with or without dictatorial rule in Uganda. The rest of the country are simply looking on, unable to manage their local affairs and without a functional local government with devolved powers. What a mess! Therefore, until the current and illegitimate 1995 Constitution of Uganda has been repealed, as were the illegitimate 1966 and 1967 ones, the legitimate 1962 Constitution of Uganda amended and reinstated, along with the revival of the Uganda Federation, allowing local governments of all the 15 jurisdictions to function as agreed at independence, Uganda will never achieve GOOD GOVERNANCE at all. The poor governance of the country will continue unabated. Undoubtedly, one of the consequences is the chronically dysfunctional education systems in the remaining 14 jurisdictions without a local government as functional as the Government of Buganda. Until then, none of the primary or secondary schools in the remaining 14 jurisdictions are likely to make it to "the top 10 best performing" primary or secondary school list ever.
