Founded in 1898, The State Historical Society of Missouri is the premier center for the study of Missouri history and culture.
Using Mines, Caves, and Missouri's Underground Spaces as Fallout Shelters During the Cold War
In 1961, the Missouri Civil Defense Agency prepared for nuclear war by planning to evacuate urban populations to caves and mines in rural areas. Robert C. Ellis, the Jefferson City engineer who led the federally financed project, estimated that mines and caves could protect almost three-quarters of Missourians from radioactive fallout. The plan lacked one crucial element: meeting the basic needs of urban refugees. State and federal policymakers assumed rural Americans would voluntarily operate reception centers, and provide food, sanitation facilities, and first aid. On the other hand, ordinary citizens reacted with skepticism and even hostility. Across the Midwest, urban evacuation plans forced conversations between rural and urban residents about the social, political, and economic costs of survival. This presentation by Jenny Barker-Devine explores those conversations and the ways in which ordinary people processed the unthinkable. When set within the context of global conflict, the civil rights movement, rural depopulation, shifting notions of community, deindustrialization, and agricultural change, it becomes clear that these conversations were about more than nuclear war.
About the speaker: Jenny Barker-Devine is a professor of history at Illinois College in Jacksonville, Illinois. A graduate of the University of Central Missouri, she holds a PhD in agricultural history and rural studies from Iowa State University. She was a Center for Missouri Studies fellow in 2023.

Today, 9/22/24, I discovered Jerry Litton and his town hall dialogues from 1974-76, and so glad these are being digitized and posted to YT! These are great examples of non-partisan discussions of economic and trade issues, a meaningful public forum intended to find and develop best policies and build consensus. These programs get no viewers, but should be required viewing for high school civics classes!
This is a valuable political document! Fine dialogue on real issues between 'middle Americans' and concerned politicians (public welfare concerns), without divisiveness and vitriol, and no moderator necessary. The smokey room is a throwback. (Everyone's hair and suits stunk afterwards.) I am going to forward this to several of the prominent TH-cam political podcasters, and to their viewers, in Comments sections at some of their fine podcasts, to make 2024 pundits aware of how such intelligent dialogue, without moderators, was possible in Missouri in the 1970s... but not now. The public dialogue was better then.

David Steward is one of my heroes. I come from Clinton, too. We both have accomplished things that I dare say we never thought we would accomplish when sitting in Miss Peckinpaugh’s English class! So we share that…coming from a small town where we weren’t always comfortable for different reasons.

In particular the writing on page 23 of your book "Prairie Fires" which I was very anxious and excited to read put me off at this quoute, " Carried out on the morning of December 26, 1862, the execution was one of the most grotesque public events in the nation's history, a triumphal display of race hatred." Try reading a real history book by Mari Sandoz, Crazy Horse and stop talking down to other history people.
