The consistency of given CT is abnormal. So is it ok for making SMV?
When we do the work measurement , we would need to separate the elements, then do the rating . What i saw here need to have a breakdown into human control units (manual motion) and machine unit. This is a computer controlled sewing machine, if giving the same speed on machine setting the sewing time should be the same for each cycles however the manual loading time is different for each cycles and that's quite normal , so this is the reason that we need to do rating. After rating is done we will take the average and find out the time for each elements, then we could have the Standard time for the whole process. I guess this video just giving briefly introduction only , and for your question, yes we do need to remove the abnormal observation readings if it's considered as an outlier (too fast or too slow), they should not been calculated into average time. Besides, do the rating is quite challenge to the IE without experience, you could refer to any of PMTS systems to get the standards which is more consistent.

Dear all, there is no SMV or SAM! Both are clear defined words and they are different SAM= Standard Allowed Minutes = Minutes (Avg cycle time*rating + allowances) SMV= Standard Minutes Value= Value/Money ( SAM * minute value in currency) this are different terms which are mixed up. Your presentation is very nice and understandable, but please correct this.
