    This is an online lecture delivered by Adil Najam at PIDE (Pakistan Institute of Development Economics). Adil has suggested 12 books containing inspiring ideas for the Policy Planners. The lecture starts with establishing the need. Leaders read books; they search for new ideas. Followers read newspapers; look for trends. Losers read nothing; they already know everything. Adil clarifies that this is not a list of his favourite books. It is a list of books that inspires ideas, even though he doesn't agree with all of these ideas. These are also not the best books by these authors. Three propositions:- 1. Ideas matter. 2. Theory is not the opposite of Action. 3. Those who do not read have no advantage over those who cannot. Recommended reading list:- 1. Capital & Ideology (Thomas Piketty). 2. Entrepreneurial State (Mariana Mazzucato). 3. Noise (Daniel Kahneman). 4. Human Kind (Rutger Bergman). 5. Silent Spring (Rachel Carson). 6. Doughnut Economics (Kate Raworth). 7. Trust (Francis Fukuyama). 8. The Tyranny of Merit (Michael Sandel). Also read Justice by the same author. 9.       It’s interesting discussion and the one point that comes out of it is cursing IMF for everything wrong a country like Ghana or Pakistan does. It’s very much like an addict in a family does. He or she spends on personal lavishes and drugs instead of doing what normal families do. Then the addict have used all its resources for fulfilling its desire for that chronic high and in the end has exhausted borrowing from every possible friend and family who now wants to help it only if the addicts agreed for a rehab. In this same way, Pakistan after having been through this addiction has used its resources and now has used or misused borrowing from every friend -like Saudi Arabia and China etc all asking to go for rehab with IMF. Rehab being a very painful thing to go through, we have seen that it has gone 23 times to IMF whose sole responsibility is to stabilize this ultra addictive patient or like an ICU which only tries to stabilize the patient not bring it back to health. We can do all the cursing to IMF but it’s in vain. How often we see India go to IMF ? Just once and the reformed their economy in such a way that they had to go to IMF only once and look at their economy growing the fastest in the world - I mean literally India is the fastest growing economy no matter covid or international stagnation. The fact that Pakistan has failed to complete a 23 IMF programs shows very clearly how bad the addiction has become while the population growth rate is almost 3%.

    The only way to take Erlich seriously it to completely ignore all of the foolish things he has said in the past and to take the optimistic view that, maybe, this time he will finally be right about something. But, since he seems to be saying the exact same things he's been saying for 50 years, I don't think the optimistic view has any grounding whatsoever.
