The Craig voice has not been used on NOAA weather Radio in 20 years. It was replaced with Tom, and at the same time Donna was updated to a higher quality version. The voice you're hearing is actually, I believe, AT&t Mike. This is a voice that is commercially available and is used on a decent amount of products, but here it's being used on an EAS encoder pulling from the NWS cap feed. I forget which encoder uses this voice, but regardless it's not the most common thing to hear. I know some stations in Pennsylvania do this as well. Some offices do use live voice required weekly tests as was demonstrated in the last alert.
